9. Report of 2nd incident makes no mention of alcohol.

As several people have noted, the report is really brief and leaves a lot of questions. I think it's infinitely easier for a kid to get alcohol then to get access to a car. Even if a kid does not have access to alcohol in their own home, they can get it from an older friend who can buy it, a younger friend whose parents leave it available, via a fake ID (although at 13, that's a stretch). Back in the mid-80's, I was disgusted to learn that a boy on my son's soccer team had a mother who provided kegs of beer for her 17 year old son's parties, because she thought it was really funny to watch these teens get drunk.

Whatever the source for this 13 year old's drinking, I hope she gets help somewhere.
