They are using people's fear and hatred and prejudice and greed to turn everyone against each other.

This is nothing new and the ancients warned against it time and time again by embodying these characteristics in a terrifying image that would stick in people's minds. Often the mythology speaks of this being as appearing in a pleasing manner to deceive.

Tolken even did that with Sauron.

All of that was allegorical for the evil that humans do to one another. It's a warning and a life lesson cloaked in mythology the same way as Venus was the embodiment of love.
