The article had no photos. The names don't tell you their skin color.
OTOH, I think the headline is fine saying they weren't charged. That's the point. Cops came and decided not to arrest them. This is something that indeed happened and is described in the headline. The fact that someone made a stink and they had to reverse themselves doesn't change the fact that there had been a decision made not to arrest.
But without more info or seeing pics, I don't see how we can know that cops "saw white" when they looked at these kids. And that's the issue, what they saw, regardless of what their last names were.
