37. Seriously, why should it be a crime to panhandle?

My sister even got her butt reamed once for giving a guy five bucks to wash her windshield at a service station. He was trying to make money cleaning up people's windshields with some window cleaner and towels he'd bought inside the store, never mind that you could do the same thing at the gas pump. Some plainclothes policeman got after her and asked her if she knew who he was, why was she encouraging vagrancy in her neighborhood, how did she know he wasn't using the money for drugs, etc. My sister was shocked that she wasn't the one that got arrested. She says the cop harassed that man, who only said he was trying to make some money for his family to have dinner that night because they didn't get paid for another week. It shouldn't be against the law for people to panhandle and it shouldn't be against the law for people to give them their money. If corporations can ask for money, why can't people? People are people just like corporations are.
