To the alcohol and tobacco industries; almost to a T(with Philip Morris being a rather rare exception), they'd been both the primary supporters of marijuana prohibition, and amongst the primary supporters of keeping it illegal.

But the tide is turning in favor of legalization, slowly, but surely.....
