So is likely lobbying against them.

Palestine because many here might actually believe that it should not be able to lobby and others who would feel strongly it should be able to. It is a fulcrum upon which we can weigh what is a good idea.

Anyway, I think that a simple act of Congress (sanctions) should not be confused with freedom of expression (lobbying).
