It isn't some sort of game in a martial arts studio where both parties agree to abide by rules to avoid faces or genitals. It's a real life fight.

You want to escalate from one level of force to the next when possible, but when he charged her he escalated it beyond the "gentle hands" stage. At that point whatever force it took to subdue him and bring him into compliance is justified. If your best target at that moment is his face, you hit his face until a better opportunity or target arises or he complies.
