The main difference is on whom, and for what purpose. I would even argue that doing things like starting wars and bailing out companies with the help of government loans, which are then reduced through inflation and quantitative easing, is a form of indirect taxation, since we all have to pay for that through increased prices and decreased savings. And unless we believe that US can just default on our debt, Bush JR has settled us with likely the biggest tax bill in history, even if he wasn't the one who will make us pay for it.
