16. I remember in high school back in the 90s...

The rule back then was "no shorter than the fingertips" if you put the arms to the side. Usually they got a warning for the first time. Then after that they would have to have parents drop off other clothes. Although girls would always push the limits.

But even our shorts the school gave us for gym class didnt reach our knees.
