2. It's critical, period

Imagine being a student trying to write a paper on the history of the Civil Rights movement. However, educational sites, university libraries, etc just won't come up in a search. Or, if you go directly to the site and search within it, it takes hours for the right document to load.

There is not one scenario that works in favor of the public
