18. She didn't press charges because she wants to live.

Never mind the fact that who in the hell would press charges against their partner? This is why many jurisdictions are taking it out of the hands of the partner being abused. If there is evidence that a person is being abused by their partner, then the police need to see it as a crime against the community, because it does affect everybody.
