Most likely they got water from the falls over the years and now it is critical that they should no longer do it.
The pool will probably have to be drained. It is a small pool. Lupin is home to old hippie types who live in tents. Deer roam the grounds which are on a mountain side. It is not your well furnished resort but a rustic camp where students take a year or two off to work in the kitchen or do maintenance.
