The 'best' way to do it would be to vet your cops better, and not hire sociopaths and rapists.
Saying it's only safe to talk to Oklahoma police through a cracked window is pretty damn sad. And what do you do when the cop asks you to step outside? If you refuse, suddenly they've got 'grounds' (or at least will say they do) to drag you out and cuff you, and maybe even arrest you.
You're not going to 'regain the public's trust' by telling them the best way to 'stay safe' from police assault is simply not to interact with police.
