so not out of nowhere but unknown to the public.

Convenient to get them while going after Isis.

This group is not separate from Al-Quaeda it's a cell.

Since their goal was to attack the US and they needed something spectacular to take the wind out of Isis' sails the thinking was get it done.

Who knows right but they didn't need a pretext with Isis. Legal issues are another can o worms.
