16. I think it's a passive-agressive attempt to get less overtime/more SS people hired.

There was a report on The Rachel Maddow Show a couple of nights back to the effect that the Secret Service detail has been putting in a lot of overtime and they're not happy about it. I don't think there was any intention of putting the President in jeopardy; it was just supposed to look scary and make people think, "we need to beef up the Secret Service."
