It's pretty clear that the agency is out of control when its head proposes spying on Congress, its author of life and death, and his underlings say, "Sure boss!" It's time to take a long hard look at the Agency and determine what few parts of it might be worth preserving in a new agency. The old one has worn out its welcome.
