The question one must always ask yourself before committing to war is simple yet profound:
How will we know when we've won?
In the American Revolution, we knew we won when the British agreed to lay down their arms and return to England.
In the Civil War, we knew we won when the Confederacy laid down their arms and rejoined the Union.
In World War I we knew we won when the Germans signed the Treaty of Versailles and promised to abide by its terms.
In World War II we knew we won when all the Axis powers surrendered.
We kinda won the Korean War when the North Koreans and South Koreans promised to stop fighting each other, and the Chinese pulled out of Korea.
We won Grenada when the Cubans left.
We won Panama when we cuffed-and-stuffed Manuel Noriega and broke up his goon squads.
But how did we know when we'd won Afghanistan or Iraq?
If we wanted a lasting peace in either country, what I would have done:
Step 1: Compile a list of every Member of Congress and every President over the last 20 years or so - the timeframe doesn't matter - including the colleges they attended. Rank the colleges by "number of elected officials attended."
Step 2: Go to the top 20 colleges on the list and get one political science professor from each to agree to join the Army as a "special linguist officer" with the rank of major.
Step 3: Assemble an all-star list of our finest mayors, police chiefs and sheriffs, fire chiefs, drill sergeants, water commissioners, land commissioners, building inspectors, food inspectors and all those other "bureaucrats" that make life as we live it in in the US possible. Commission everyone except the drill sergeants as captains. Promote the drill sergeants to Master Sergeant - drill sergeants work for a living, they wouldn't have wanted to be officers.
Step 4: Send them all to the Defense Language Institute - half to learn Arabic, one-quarter to learn Pashto and one-quarter to learn Dari. The Arabic speakers would go to Iraq, the others to Afghanistan.
and Step 5: Actually TEACH those folks how to have a real democratic government! Their first job would have been to teach the Afghan/Iraqi people what a real democratic election is. Then they'd have one. And then they would train the winners to run good governments.
Step 6 of course is to wean the Iraqis and Afghanis off US defense and transition the governments to self rule.
Bush for once spoke truth: The Iraqis aren't ready for self-rule...but the reason for this is all at the feet of Bush: He went in, hanged everyone in Iraq's functioning government, then told the Iraqis, "well, you figure it out."
