31. I do not think unrealized cap gains should be taxed. But they are.

You have money in a stock that appreciates, you dont pay taxes on the gain until you sell. If you have money in a mutual fund, any capital gains are taxed even if you never sell any shares of the fund. I dont think thats right. Its punishing you for investing for your future. You may even end up having to sell to get the cash to pay the tax
I agree with your other points, but you wont find a lot of support for it on the Dem side. I havent seen the president present a plan for it. Regardless of its chances in a GOP house, it would show who is trying to accomplish something.
But I'm considered "fringe" on DU, because I also support a sales tax. We have too many people earning good money who pay little or no taxes because they earn cash wages. We need more people pulling the wagon. There arent enough "rich" people to fund everything.
