Space based signals (read very low power) would not interfere with GPS. If they are allowed to use that same spectrum for ground based signals (much higher power) the interference has been demonstrated.

Ground based spectrum is already expensive. Space based spectrum not nearly so much. LS bought space based and then tried to get it converted.
