25. Focus on CDC misplaced

CDC had no authority to force this hospital to do anything. It can only advise. The state of Texas is responsible for regulating this hospital. This said, Texas is a great state, with great people, even if they screwed this one up big time. Dallas is a beautiful city. There are great hospitals in Texas and bad hospitals everywhere.
