If you fly high enough to avoid light anti aircraft fire, the bundles can miss the target area or drift off target due to wind. Fly low enough for a more accurate air drop you risk getting the plane shot down and the crew killed and fail to deliver the payload.

And that box of grenades at the beginning is weird, we haven't used the "pineapple" grenade in decades, maybe not since the Korean War and what is the point of shipping the grenades without the fuses and/or the bursting charge? I'm not entirely sure this was US equipment, even the boxes look a little wrong, it's been 20 years but the US military stamps ammo containers with all sorts of stuff to identify the contents.
