5. soft cap, hard cap, tax the middle

Soft cap all campaign spending, all of it, including the "paid for by friends of blah" ads. Anything over that soft cap is subject to a campaign paid tax of, oh I don't know, 75%. Revenue from that goes directly to a college fund or something else beneficial to the public in that district/state/whatever. Then set a hard cap on all spending, an outright dollar figure that if you breach by one penny you are withdrawn from the race.

The money these people spend on elections is a disgusting waste eclipsed only by the fact these politicians get into officer and then tell us they cant do what they promised because they cant find the money.
