It certainly didn't play out that way last year, or during the Clinton years. The GOP always thought it would play out just how you describe, but it never has. I'm not sure why you think the framing would flip on a dime.
No one seriously thinks, especially after last year, that Republicans could prevail in a shutdown fight with Obama. I would be incredibly surprised if they even try.
