Of course they won't do it. But you keep making the case, loudly and publicly, again and again. Bring it up every chance you get, and when stories like this appear in the media you stand up tall and proud and make the case why it's necessary. Find ways to bring it to a floor vote, knowing it will be defeated, just to get them on record as against it. Hang them with those votes and get new Senators in their place. MAKE IT AN ISSUE THAT WON'T GO AWAY, and slowly, inch by inch, swing the public to understand why we need to have it.
Then, one day in the not too distant future, you win. But none of that happens if you don't try.
