It was because of the huge March of Dimes campaign collecting money to fund research into the polio vaccine and treatment for kids (and adults) who had caught the disease. FDR was crippled by polio and that is why he's on the dime, it was the perfect tie in to the campaign.

Replacing him with that bumbling old fraud Reagan would have been insulting on many levels.
