I have been wondering how Newt's plan would be administered. One guess is that they will use parental financial information, call in students with parents having incomes below a certain level, perhaps those parents who get food stamps and/or welfare of some other sort, and those children will be required to work x number of hours. I don't know, of course, how this wretched plan would work on the ground. I just know that rich kids would be exempt from the work.
