How does rejecting the Keystone Pipeline put people to work?

How does approving it KEEP people from being put to work on infrastructure?

The government isn't building Keystone XL and has already spent millions on "studies" to stop it's construction.

Stop complaining Bernie (not a Democrat) and propose a bill to spend dollars on infrastructure. He has not sponsored a bill dealing with infrastructure at anytime in 2014.

Words. Just more words.
