To be a shy woman is to be asked out by men in whom you aren't interested and then get their reactions that they feel you had no right to reject since they made the effort. That's a lot worse than being nervous to approach someone you really like.
And as late as the 80s I heard the admonitions about girls not being "too forward." It's like they were telling you your choice in the matter was irrelevant. So even if women approach men, there is still a bit of concern that it will be seen in a negative light.
