In reply to the discussion: Re: Matt Damon, from Liberal comedian Rob Delaney [View all]I think they're still in the 'health exchange' phase to satisfy the requirements of the 2010 Health Act. The only way around that would be to pass a specific amendment that would expressly allow single payer. At least that's the state of the issue right now.
The exchange would be replaced by the plan Vermont passed sometime between 2014 and 2017, if HHS is going to grant the waiver. Vermont is thinking more 2014, I'm sure. That would give Vermont access to the money in the national health act to set up their single-payer plan.
Of course, that does nothing to get rid of the other private insurers in the state, so it's going to challenge the cost-savings a single plan would offer.
There are also a few others needed for Medicare, Medicaid and veterans' affairs to get those on line.
