ISSUE is NOT smoking per se; it is whether or not any institution can tell a person what they can or cannot do in their personal vehicle if it is parked on said institution's property, WHETHER OR NOT THE ACTIVITY INSIDE THE CAR WOULD BE LEGAL OFF-PROPERTY.
