But I would assume that multiple jurisdictions and levels of law enforcement were doing the heavy lifting in strategy development, and that politicians, bureaucrats, and the helots of various high-level think tanks were fueling the process.

Nor do I think it's a single, unified "they." I'm sure there were multiple cabals with roughly similar outlooks and goals coming to similar conclusions and enabling interlocking parts of the process through their planning.
