Doing so, was a significant factor in the mis-application of the National Guard during the Rodney King riots. When controlled by the Governor, State Guard, and National Guard elements CAN work in a law enforcement capacity. The moment you federalize control, they are restricted from civilian law enforcement operations by the Posse Comitatus Act of 1878.
Arson that was getting under control when the National Guard (CANG elements) were doing law enforcement in the streets, reversed and increased after federalization, because their role changed. They stopped doing law enforcement/curfew patrols, and instead guarded chosen things (certain buildings) and manned fixed installations like checkpoints.
It threw gas on the fire, so to speak.
