As I read it, the whole department was so thoroughly corrupt that it had
to be disbanded and reconstituted, by selectively rehiring ONLY the cops
who were NOT involved in the corruption.
So actually it is rather damning piece of Wilson's professional history.

IN 2010 there were 162,000 Grand Juries....out of those...only 11 were denied...
