Multipliers in sentencing according to governmental level.
Times 1 for city level (below 200,00 in population)
1.5 X for county and metropolitan level
2 X for state level
2.5 X for federal level.
Both briber and bribee.

Mandatory sentencing extenders linked to dollar value in crime.
1 year per $100,00.00
Below threshold no extender
Sentencing for crime to be served prior to beginning extension period.
