Although I'm surprised and saddened by the lack of an indictment, I would note that Richmond County (Staten Island) is almost 75% white, with blacks only representing about 10% of the population. With 14 whites in a 23 person grand jury, whites are actually underrepresented. Moreover, unlike Ferguson, the prosecutor was actually trying to indict the officer.
