that I wanted to buy less than 20 cigarettes at a time. That I couldn't do so was a bit of an irritant. If you're trying to quit, the last thing you want is 19 cigarettes calling out to you, soon to be 17, then 16, etc.

Seems like it should be legal to sell one cigarette at a time.
