9. The funny thing about his comment is

that when he said that without police, people will walk in and steal your TV. But even with police, in a poor neighborhood, if you were to call in a complaint of a TV stolen, the police won't help you. For them, it's not worth the effort. They'll put that way down on their triage list. And when they do bother to go to your home to check it out, they'd just as soon come in, sprinkle some cocaine on your floor and bust you for drug use.

I mean, how does DOCTOR Ben Carson think the Mafia arose? How the Chinese gangs in SF's Chinatown arose? All those places were where the police decided not to bother (and when they did decided to bother, they actually went in and strong-armed people for money and other valuables).

His knowledge of American urban history is spotty, at best.
