Greater human population in the world at greater densities would increase the rats available food. However, most parts of the world have improved sanitation and garbage collection tremendously since the plague era, which keeps the rat population down. I dont know about world wide, but it seems to be an ideal issue to address locally. Voice your concerns to your neighbors. If they feel as you, you all can form a neighborhood clean up group. Make sure theres no trash or garbage left around, keep vacant lots clean, etc. Besides making the neighborhood healthier, it will also make it prettier! (not that Jamaica needs any help being beautiful!)
