1. I am very unclear of the legal process to do this.

Does the President advise the Justice Department to do this? Doesn't this undermine that 'separateness' thing between the 3 branches?
If anyone has a Charge Torturers with War Crimes for Dummies, plse advise. There tends to be a lot of misinformation on how this could be done.

I don't think it will be, or should be. It is a wonderful dream to have those fucking ghouls in jail.
