9. Rubio is a fool

The fundamental difference that Rubio is too inexperienced and ignorant to understand is that Obama was in favor of normalizing relations with Cuba but would only do so if the prisoner was released. There is no desire to normalize relations with ISIS or Al Qaeda so no similar deal is going to be offered if they take a hostage. Rubio doesn't understand the chicken and egg of this situation. The President is taking the LEAD in this situation by offering something in our interest (and Cuba's). The President is not going to offer any concessions to groups that are NOT in our interest whether they have a hostage or not.
