Robert F. Kennedy, Jr. of Riverkeepers, has said, even when being arrested for civil disobedience in front of the White House in an anti-Keystone protest, that he knew Obama would not sign on to it.

Why should he sign onto it?

He's been very consistent in delaying and resisting it. He has not only said what he said here before, but that it would add to climate change and the money made would not help the American people. Becuase it s not going to be taxed. The Koch brothers stand to DOUBLE their current net worth in one year's operation. They own ends of it and threatened PBO in 2010 if he didn't go along, he'd pay a political price. He did.

They launched the Tea Party to push this through and renew the Bush tax cuts. As soon as the Tea Party got the majority, they threatened government shut down for not going along.

It's going to be a hard road until 2017. They will keep pushing for it. He will resist. He's stronger and smarter than a lot of people think.
