But Obama isn't that much of a risk taker. Now that he has nothing to lose, he's willing to stir the shit.

Maybe from Obama's perspective, he figures he got as much as was possible with his tenure and now it is time to shake up the Beltway dynamic before the new campaign starts. There is a certain logic to that, as it allows progressives to enter the game an not look so far to the left of Obama.
