There's a lot of ways to redesign a legislature that haven't been considered. At-large elections, proportional voting... hell, you could have one body that's elected, and another that's chosen at random from a body of volunteers, like jury duty. Someone gets chosen, does their two years, and they're out. No competitions over fundraising, no reelection campaigns, just pure representation.
