I once in awhile watch the local news that I get from Kansas City. This past week they've been showing that KC cops have been pulling over drivers and instead of a ticket handing them a $100 bill. I think it is pretty nice, but am sure it is trying to restore some of the 'bad cop" image and maybe trying to say look how nice KC cops are compared to St Louis..........course I tend to be a skeptic about most things.
