73. Yes the up or out -

came about with many revisions along with the military budget cuts back there in the 70's when the selective service draft
went out in 73. Thus the creation of the all volunteer military of higher standards.

My experience with the Coast Guard when I was in the Navy for one was in Cuba of off the cost for the ships qualification ratings.The E for efficiency-rigorous testing and drills ,the coast Guard is in effect the qualification board. We worked with a Coast Guard Boat's E9.
it was about excellence and nothing short of.

And returning to US territorial waters after a deployment,that's enforcement ,the coast Guard comes aboard sometimes with the dogs. Any seaman has a problem with that has a problem to begin with because the next port is home port. And a seamens problem becomes the ships problem should there be one. Such a thing would cause the ship to be held up for further inquiries and that would make the ships company very angry at who ever's are the cause of that problem should there be one.

A deployment can be as much as a year and that is a long time away from home.
Of course drugs are on the list.
From my experience those searches were conducted both fast and efficiently.

A wannabe, I hadn't thought about that angle.
That adds up!
