Yes, if there were 0 police, we would need to 'invent them', because we still do have crime. But we're 'fighting the last war' as it were. We've got police who are armed and behave for the crime we 'had', not the crime we 'have'. Just as the Us creates terrorists by its violent acts of interventionism abroad, domestically, police exacerbate the problems in many areas by their overly violent and antagonistic relationships with communities.
So what we need are police who are trained first and foremost to de-escalate situations, and only pull out the heavy weaponry when truly confronting those extremely rare 'people who kill other people just because'.
