1. if the air quality is bad
2. the most important is not to spread colds... if you are sneezing, you don't want others to catch it or for you to inhale one's cold, if they are coughing..

When I visit the hospital I often see people wearing surgical masks, not for surgery.. but to prevent themselves from getting cold and flu. Of course masks are worn for surgery..but that is never done out side a surgical room.
