1. Two further concrete proposals to supplement your otherwise excellent list:

1) all municipal police must be required to make their principal residence within the geographic boundaries of the locality they serve. by way of illustration, Darren Wilson did not live in Ferguson but instead in the tony middle-class suburb of Crestwood, where the median family income is more than twice what it is in Ferguson.

2) all police shootings that result in death or injury must be investigated by an agency or prosecutor from outside the local jurisdiction and with no ties to local law enforcement. By way of illustration, St. Louis County DA Bob McCulloch must keep working with local law enforcement and cannot be perceived by them as taking a hard line if his future efforts are to be successful. That is anathema to the idea of impartial enforcement of the law.
