restrict access and knowledge to their members. In this case, it looks like Sanders can read the TPP drafts, but his staff isn't allowed to. And Senate Finance is perfectly capable of hiring an expert if they need one.
The point I made about HELP is that that is one of Sander's committees. How well would he take a non-committee member (ted Cruz) demanding to send an expert over? Not well, I imagine.
