Yes they broke the rules and did not have to pay, lots of people break the rules - sometimes too many rules. Noelle did not go to jail for drug use, she got rehab - the thing is everyone should get rehab if they are not pushing.
my point is you don't get blamed for the silver spoon in your mouth (or nose) unless you deliberately flaunt the law. I have net heard from them. It is JEB that pulled the strings - so much easier than parenting - and deserves the blame.

I would not blame the children until I hear more. Drug addiction is not controllable once it is full force, and sex - well, when you are young sometimes it is hard to control the urges. as long as they consent, car location not so unusual.
